Developing the Sustainable Energy Action Plan (SEAP)

In Chisinau municipality will be reduced the energy consumption and the CO2 emissions with at least 20 % till 2020 comparing with the 2010 year. The working group of the project „Increasing energy efficiency of Chisinau and Sevastopol municipalities based on the existing positive experience” has established the year 2010 as a reference year considering the existing accessible data on energy consumption and CO2 emissions necessary for the Sustainable Energy Action Plan (SEAP) execution.

SEAP represents a document based on a detailed analysis of the generating activities of the pollutant emissions and defines the actions which will be undertaken in order to reach the established objectives, respectively the general objective of reducing the CO2 emissions with 20% till the 2020 year. A significant requirement considering the development of the SEAP is the establishment of the Baseline Emission Inventory – BEI.

Considering this, the Chisinau City Hall in collaboration with IDIS “Viitorul” has selected 4 national experts and one international expert who will carry out the following activities:

  1. Calculate the final consumption of electricity;
  2. Calculate the final consumption of natural gas and fuel oil;
  3. Calculate the final consumption of liquid gas, gasoline and diesel oil;
  4. Calculate the potential of renewable energy sources.

Finally, regarding with the examined domains the experts will elaborate actual measures and an action plan for reducing the CO2 emissions for the 2012 – 2020 periods. The sectors covered by BEI are classified as follows:

  1. The municipal, tertiary and residential buildings/equipments and installations.
  2. The municipal transport fleet, public/private/commercial transportation.
  3. The public lighting
  4. The CETs, the Termocom - cogeneration of heat and electricity
  5. The production of renewable energy

At the elaboration of BEI inventory and SEAP will be excluded the industrial sector because the local authorities don’t have enough influence on the energy consumption from this sector.

In order to choose the emission factors will be selected the Intergovernmental Panel on Climate Change approach which covers all the CO2 emissions generated as a consequence of energy consumption in Chisinau municipality.

The results established by the experts will be monthly reported at the common meetings of the working group composed of the project and IDIS “Viitorul” employees.

We are mentioning that one of the actions of the Chisinau City Hall is to sustain one of the major priorities of the European Union – the potential of the renewable energy sources and in order to accomplish this objective the General Mayor has signed on November 29th, 2012 the Convention of Mayors. The most significant priority of the Convention signatories is to establish the SEAP, a document which provides the inventory, monitoring and reduction of the energy consumption and CO2 emissions with at least 20% till the 2020 year comparing with the reference year 2010.

The project “Increasing energy efficiency of Chisinau and Sevastopol municipalities based on the existing positive experience” is a project won by the Chisinau City Hall in collaboration with IDIS „Viitorul” in the framework of the CIUDAD Programme (Cooperation in Urban Development and Dialogue), funded by the European Commission. The overall purpose of the project is to incorporate the Energy Efficiency perspective in the administration of two municipalities (Chisinau, Republic of Moldova with 750000 inhabitants and Sevastopol, Ukraine with 379200 inhabitants), institutionalize it and prepare the ground for infrastructural investments aimed to improve the energy efficiency, as well as to create an immediate energy saving impact by stimulating the respective behavior. Along with Chisinau City Hall and IDIS „Viitorul” there are other partners involved in this project - ICLEI European Secretariat GmbH (Germany) and Union of Municipalities of the Marmara Region (Turkey).
